Aims

Raise awareness among the general public about Israel's extensive involvement in the arms trade and the role of the arms trade in the continuing occupation. Bring the debate about Israel´s nuclear and conventional weapons arsenal and its criminal use as well as the implications of arms trading with Israel into the mainstream of public debate. Pressure governments to implement a blanket arms embargo on Israel. Bring forward legal prosecutions of Israel’s war criminals and arms traders and companies supporting Israeli war crimes Hold governments to account via prosecution when known to be providing support to the Occupation forces. Discourage arms producers and traders from deals with Israel.

Why

While the Israeli economy is geared towards an intensive production of weapons and military systems, the majority of manufacturing is for export markets. Israel relies upon external assistance from the EU and US to import specialized weaponry such as submarines, helicopters and missile technology. Moreover, an arms embargo against Israel may have a positive impact in other parts of the world where Israeli arms (or channelled arms) have been aggressively marketed and have fuelled conflict, regimes and war. A ban on military trading with Israel would be a serious step towards implementing Palestinian rights and peace in the region. Direct action blockading arms factories or airports and military bases hosting weapons to or from the Israeli army and Israeli military industries can raise awareness and deter arms traders from deals with Israel as profits might be threatened. “Security” and military conventions featuring Israeli experts in crime can be successfully blocked.

Legally trained activists can use the legal system to target Israeli war criminals. In September 2005, UK lawyers had obtained an arrest warrant for Israeli Commander Almog. The British police, however, allowed him to flee the country from the airport. Other cases have been compiled against former Israeli chief of staff Moshe Yaalon and his successor Dan Halutz. Yaalon has cancelled a scheduled visit to Britain for fears of arrest over charges of war crimes against Palestinians. Over 80 Israeli politicians and military staff have cases pending in different countries around the world. These cases, even if they do not lead to arrests, can effectively deter Israeli officials from travelling and promoting legitimacy for their crimes abroad. It can also challenge the complicity of international governments or companies with Israeli occupation. Legal cases can attack the legitimacy awarded to Israel by the international community and the previous protection awarded to those responsible for attacks upon Palestinian and Arab communities. Tied into a wider campaign for arms sanctions and embargoes, efforts may extend to dissuading Israelis from serving in the mechanisms of the state, encouraging an internal refusenik movement that can weaken the strength of the Occupation Forces.

Do-it-yourself

1. Direct action :

Campaigners can engage in protests and blockades of industries and public or military facilities complicit with Israel’s arm imports or exports. This raises awareness about the international complicity in arming the occupation. In many cases, trials on activists for protests, blockades or even destruction of weaponry have proven to be high profile media events as the defence can often highlight the breach of international law this arms trade constitutes and which the activists have attempted to stop.

2. Publicize cooperation with Israeli military :

In many occasions, Israeli military and “security” experts are invited abroad to share their experience in hi-tech war against people and to share their extensive experience with oppression and war crimes. Public awareness campaigns can successfully stop these events.

3. Put pressure on the government to impose military ties :

As described in the Sanctions section, governmental representatives can be subject to pressure from constituents. A concerted campaign of letter writing, lobbying and spreading the word can convince the governmental representatives that the issue of arms to Israel is taken seriously by their constituents. See the Sanctions section of this website for more details.

4. Bring prosecutions of Israeli war criminals

While all activists can be supportive in the efforts of the campaign, the specialized nature of bringing about the prosecution of war criminals relies upon lawyers to take up cases. In some cases lawyers and legal firms may be sympathetic to the Palestinian cause and willingly give their time and resources to solidarity initiatives. However, a minimum amount of expenses in bringing cases to court cannot be eliminated. Solidarity groups can consider fund raising to hire legal firms to take on and challenge Israeli apartheid and occupation. Court cases have recently become a tool to isolate Israel and target those who have been guilty in carrying out war crimes against Palestinians. Such actions highlight that the occupation and its officials are considered criminals by the rest of the world and ensure that they eventually face justice for their crimes.
