CAF: Get out of occupied Jerusalem!
Saturday 11 June is the annual shareholders' meeting of CAF, a Basque company that is building the Jerusalem Light Rail (JLR), a tram line that serves Israel's illegal settlements in Jerusalem and fosters the Israel’s regime of apartheid and settler colonialism.
The JLR runs through occupied Jerusalem and contributes to Israel's systemic ethnic cleansing of Palestinians in Jerusalem, which is illegal under international law.
We need your help to put pressure on CAF's shareholders: CAF must end its complicity in Israel’s violent occupation of Jerusalem.
The Basque railway company CAF participated in and won a tender in the occupied city of Jerusalem for the extension and maintenance of the Light Rail line (now called Light Train or JLR, Jerusalem Light Rail).
This light rail project involves confiscation of Palestinian land for its construction, creates a new physical obstacle to the free movement of the Palestinian population, and links illegal Israeli settlements in occupied Palestinian territory with the city of Jerusalem, facilitating the movement of the occupying power's population into occupied territory.
Your support is needed to increase the pressure on CAF to abandon the project to build Israel's colonial tramway.
Pressure works and there is a precedent. Last May 2021, the Norwegian Oil Fund divested from CAF's partner in the Jerusalem Light Rail, the Israeli company Shapir, because of its complicity in human rights violations. The Norwegian Oil Fund is also a shareholder in CAF.
On Saturday 11 June, CAF shareholders will have a choice to make: pull the company out of occupied Jerusalem, or continue to be entangled with gross human rights violations.

Dear Sir or Madam,
I am sending you this email because you are a CAF shareholder or are affiliated with a company that invests in CAF.
I am writing to you in advance of CAF's shareholder meeting on 11 June to urge you to end CAF's involvement in Israel's illegal Jerusalem Light Rail (JLR) in occupied East Jerusalem.
The JLR passes through occupied Jerusalem, including the Palestinian neighbourhood of Sheikh Jarrah, which Israel wants to ethnically cleanse and which has received a great deal of media and government attention in recent weeks.
As you may know, the UN Human Rights Council voted last May 2021 to establish an ongoing commission of enquiry to investigate human rights violations and abuses in the Occupied Palestinian Territory, including East Jerusalem, where CAF works on the JLR.
Israel's settlements in the OPT, including East Jerusalem, are illegal and constitute a war crime. In 2016, the UN Human Rights Council found that "Israel's commissioning of a tramway linking settlements to West Jerusalem ... is a clear violation of international law and relevant UN resolutions" and called on Israel to immediately halt construction of the JLR.
CAF's business partner in the JLR project, the Israeli company Shapir, is listed in the UN database of companies involved in business with illegal Israeli settlements. Last December, more than 30 organisations, including Amnesty Spain, urged the UN to include CAF in the database in the next update.
Recently, the Spanish OECD Contact Point published its assessment of CAF’s business with the JLR, recommending that the company improve its due diligence policy and asses the damage and violations of human rights caused by its activity in occupied Palestinian territory.
It is also important to note that CAF's own unions are calling on the company to end its involvement in the JLR. In addition, eight Norwegian unions have called for a boycott of CAF, and there is a Europe-wide campaign calling on public institutions to refrain from contracting with CAF until it respects Palestinian human rights and ends its involvement in Israel's illegal settlement enterprise.
In light of the above, I urge you to ensure that CAF ends its complicity in human rights violations in Jerusalem by immediately ending its involvement in the JLR.
