This document presents a policy guide for municipalities/city councils, state and federal legislators, and governments to adopt an ethical procurement policy (EPP) that is in compliance with international law. Its overall objective is to guide public policy makers to promote and ensure consistent respect for international law, and in some cases avoid complicity in violations undertaken directly or indirectly by companies.
This is achieved through ensuring the implementation of public procurement procedures that exclude from tenders companies that are causing, contributing to, or otherwise involved in breaches of peremptory norms of international law or international crimes (genocide, crimes against humanity, war crimes, and the crime of aggression), through their activities, operations, goods or services, business relationships, or supply chains.
